The  default permissions are assigned by the Padmin of the platform. During the process of publishing a fact or a folder in the Structure service, this default permissions remain and are displayed on the platform interface.

Different permissions can be assigned besides the pre-selected ones. 

If a new fact within a folder, the permissions remain as they have been authorised. However, if a fact or a folder is published, specific permissions can be assigned by the person who's publishing it.Those permissions are called fact (respective folder) permissions.
